The National Business Coalition on Health, is strategically located in Washington, D.C., and serves an important function in monitoring federal legislation pertinent to coalition members, as well as working with other employer membership organizations to educate Members of Congress about health care issues relevant to employers.

Due to the broad constituencies comprising the National Business Coalition on Health's membership, the organization does not lobby on behalf of its membership, but instead plays an important educational role by gathering information and resources for our members. However, certain issues sometimes arise about which NBCH member coalitions feel strongly resulting in a consensus policy paper representative of the entire membership.

As of April 30, 2004, the NBCH Board of Governors approved a targeted legislative agenda for 2004 and 2005 that is fundamentally related to the organization's core functions. These issues are:
